 Jolisa Brooks is the new 2011 Late March Youth Governor. Jolisa campaigned successfully with the support of the Clarenceville Delegation. She was full of energy, and spoke like a professional during her campaign speech.
Jolisa is very active in her school. She is VP of the Class of 2011, and of Film Club, a member of Model UN and Student Senate. She belongs to the Spanish Club and The Generation of Promise. She is a volunteer for the Breast Cancer Walk and the Thanksgiving Parade, and also a Peer Tutor and Youth Mentor among many other activities. She As Governor she hopes to create and mold more leaders, and plans to take delegates’ ideas and “give them a voice!”.

Congratulations to Peter Shahin, our newly elected Youth Governor for the 2011 Early conference. Peter is a junior at Midland High School. He launched a successful campaign with colorful posters, candy canes with a “Vote Pete” tag, and intelligent, conscientious responses to the caucus questions. Pete was friendly to delegates from every delegation, and passionate about legislation in the Red Senate.
Pete is actively involved in school and community services. He is Student Council Secretary, Editor of the Focus Newspaper, and Class President. He also serves on the Midland Public Schools advisory Board, and attends his church’s youth group. As Youth Governor, Peter understands that he will represent youth in public matters. He promises to be fair, and logical. “The governor is not supposed to have his or her own private agenda, or seek personal gain, but rather be a mediator in the debate.” It sounds like a great year for MYIG with Pete as a Youth Governor!

The following bills have been ratified through the entire legislative process, from committees to the Governor. Bill titles do not necessarily reflect the depth and gravity of the reasoning behind the law. More details on each bill are available by calling the MYIG office at 517-639-4480.
- #H0008 A bill to mandate that an offender of the 4th degree of Criminal Sexual Conduct must serve up to 5 years in a state prison, pay a fine between $1500 and $3000 and go through the testing for AIDS/HIV/STD and to also change the offense from a misdemeanor to a felony.
- #H0016 A bill to mandate that publishing discriminatory housing advertisements on the internet is illegal.
- #H0017 A bill to mandate that all companies in the state of Michigan that specialize in alternative energy qualify to obtain a tax cut.
- #H0021 A bill to mandate the State of Michigan will have its section of the budget for education completed and passed by March 31 and set penalties for all involved in passing the budget in a timely manner.
- #H0052 A bill to mandate that custodial parents no longer providing a home for their biological child(ren) must pay child support to whoever is currently caring for the child(ren).
- #H0071 A bill to mandate that Plan B shall be available, without the need for a prescription or parental consent, to all persons at or above the age of sixteen in the state of Michigan.
- #H0072 A bill to mandate that non-biological fathers are not financially obligated to a child who was once thought to be their biological child, no matter the child’s age or how close the relationship.
- #H0138 A bill to mandate that proof of identification must be displayed when making a purchase with a credit or debit card.
- #S0006 A bill to mandate that all internet child sex offenders that are arrested and convicted must be placed on the Michigan Sex Offender Registry.
- #S0008 A bill to mandate that all schools in the state of Michigan must offer a course in standardized test taking and test preparation.
- #S0033 A bill to mandate that all high school students in Michigan shall be offered HIV and STD testing at their school.
- #S0036 A bill to mandate that all teachers must pass at least one technology class.
- #S0047 A bill to make underage possession of alcohol a civil offense and not a misdemeanor.
- #S0084 A bill to mandate that parents be notified of any registered sex offenders within the levels 2 and 1 in a five mile radius of a school and/or daycare.
- #S0090 A bill to repeal acts which prohibit concealed carry (CCW) on college campuses.
- #S0105 A bill to mandate that schools cannot implement disciplinary consequences that occur off campus and/or outside school hours.
- #S0115 A bill to mandate that trespassers hurt on someone’s property may not file suit against the owner.
- #S0117 A bill to mandate that any type of business be allowed to operate on Sunday.
- #S0129 A bill to mandate that all citizens receiving welfare must complete community service.
- #C800 A bill to mandate the removal of all state taxes on income for pre-established businesses that relocate to the state of Michigan.

- #H0134 A bill to mandate that every driver’s license or Michigan State ID holder must be fingerprinted.
- #S0012 A bill to mandate that companies who reduce their carbon footprint shall receive a state tax deduction.
- #S0029 A bill to mandate that all public high schools in the state of Michigan administer a suicide awareness and prevention class.
- #S0037 A bill to mandate that anyone injured while trespassing on private property shall not be allowed to sue the owner of the property.
- #S0043 A bill to mandate that all “Adult Products” in the state of Michigan have an additional sales tax.
- #S0044 A bill to mandate that portable toilets in the state of Michigan have hand sanitizer.
- #S0088 A bill to mandate that health care insurance cover care regarding the autism spectrum disorder.
- #S0089 A bill to mandate that there be restrictions and stipulations before distributing ADD/ADHD medication.

- #S0148 A bill to mandate that all minor persons that are in the presence of alcohol and/or drugs, but are not under the influence shall not be penalized with a Minor in Attendance or any other legal retribution.
- #C0805 A bill to mandate that Michigan offer tax incentives to private companies that install and manufacture wind turbines in the state of Michigan.
- #C0807 A bill to mandate that the opening day of early rifle season shall begin the second Saturday in November.

WHEREAS Michigan must ensure equality for all citizens,
- BE IT RESOLVED that it is the belief of the Blue House of Representatives of Michigan Youth in Government, the Senate concurring, that the unions of both heterosexual couples and homosexual couples should be recognized as fully equal civil unions.
- BE IT FURTHER RESOLVED that churches should have the right to decide whether to hold the marriages in their churches.
- BE IT FURTHER RESOLVED that only civil unions should be recognized for heterosexual couples.
- BE IT FURTHER RESOLVED that marriages should be kept separate from the state.

WHEREAS Michigan must ensure equality for all citizens,
- BE IT RESOLVED that it is the belief of the Green House of Representatives of Michigan Youth in Government, the Senate concurring, that the unions of both heterosexual couples and homosexual couples in marriage should be recognized as fully equal marriages.
